Description

A provincial coastal town and the largest settlement in Obelia Gulf.

It is ostensibly a Romun imperial territory, falling under the control of the Governor-General of Celceta. However, their presence is minimal, likely out of deference to the Balta Seaforce. This has paved the way for a unique economy and culture influenced by not only Normans, but also Ispaniards frequenting the area and engaging in trade.

Caught between the Romun Empire and the Balta Seaforce, Carnac itself has little say in its future. This sense of powerlessness has led to a simmering discontent with its current mayor, especially among the local youth.
