Wishing to start a war against the Tojo Clan as the Go-Ryu Clan patriarch, Ryuji conspires with the Jingweon Mafia through one of their men, Tsumura. The two agree that the Jingweon will carry out a series of bombings in Tojo-controlled businesses in the lead-up to and during an Omi invasion of Tokyo, in order to facilitate that takeover. The Jingweon also agrees to assassinate Tojo Chairman Yukio Terada while making it look like Ryuji's men were behind the hit, in order to cause an incident that will spark a war.
