Joe is a barbarian who appears in the episode "Goblin's Eleven."
He is one of the two candidates running for the position of the barbarian king of the home village. During a campaign speech event, he calls out the previous king and second candidate, Albert, for his questionable habits as a king. Furthermore, Joe displays bravery by protecting an elixir storage from an enemy attack during the event, while Albert cowers in fear. Joe eventually wins all of the villagers over, when they blame Albert for not noticing their elixir being stolen by Brak and his gang.
When Joe's victory as the next barbarian king seems all but certain, he goes to briefly console Albert while also reminding him to give Joe his vote, stressing that "every vote counts." The same slogan however ultimately inspires Albert to train a brand new army of Archers during the voting day, all of whom state that they'll be voting for Albert. It is unknown who eventually won the campaign, although based on the numbers of voters, it's likely that Joe lost.
